With the development of economy, road construction can't meet the traffic demands, highway transportation severe situation put forward higher demand to traffic management. It is generally acknowledged that by the means of intelligent management and setting up the Intelligent Transportation System (ITS) is an effective way to solve the problem at present, especially the problems such as traffic jam, traffic accident and traffic pollution.As the important component and theoretical foundation of ITS, the research of Highway Dynamic Route Guidance System is quite important. Through the analysis to the development course, relevant theory and results of domestic and international, the paper puts forward the frame of Highway Dynamic Route Guidance System, then combine the CUBE/TRIPS software with GIS and GPS technology, try to research the key theory from the brand-new angle. The breakthrough progress of this paper lies in its throwing the original thinking that rely on the dynamic assignment mathematics model, while introduce TRIPS software and utilizing the comparatively perfect highway gauge facility, channeling the real-time data into the module , and finally get predicted traffic flow of network. The theory of dynamic route optimization on one hand predicts the result according to the predicted traffic flow data, combine historical traffic database on the other hand, then get the best way basing on mathematics average of two dynamic journey time, thus guide all vehicles use road resources best, realize the optimum traffic operation system finally.
