Analysis Of Non-engineering Measures For Flood Control And Disaster Reduction In Zishui River Basin

Zishui river is the third river in Hunan province. And there are abundant resources and dense population in the river basin. Restricted by the special landform and geographic conditions, Zishui river basin is always the crucial area in the province. To ease the loss caused by flood or waterlog, the departments of all levels spent a great quantity of human resources, financial resources and material resources in the research of basin's treatment and the measures of flood control and disaster reduction, and got some achievement.With the development of the economy and the further realization of the concept which is "government for the people", the requirement of flood control and disaster reduction is enhanced gradually. After the analysis of the special landform, the natural geographic characters and the regular pattern about comings of rainstorm and flood rule in Zishui river basin, this paper gives three non-engineering measures for the flood control and disaster reduction which based on the flood protection projects in existence.Firstly, it analyzed the time distribution of the flood of Zhexi reservoir which is the crucial control project of the mainstream of Zishui river. On the basis of the analysis, this paper gives a scientific flood control scheme of Zhexi reservoir at the flood season by some rigorous hydrologic calculation.Secondly, based on meteorological analysis of the rainstorm and flood of Zishui river basin, this paper gives some flood regulations for Zishui river basin on omen characteristic of catastrophic rainstorm.Thirdly, the paper analyzed the precision of three flood forecast schemes which are used in Zishui river basin now, and proposed some methods and measures for extending flood forecast period.Used the three measures above, we can fully develop the flood control and reduce the disaster. In a word, the purport of the paper is supply technical references to the flood regulation and disaster reduction for Zishui river basin.
