Conflict of between controlling flood and upgrading benefits always objectively exits. Limiting level during flood season is linking dot of the conflict, improving operating mode of operating level during flood season is the main measure to upgrade benefits of the reservoir. Building and application of hydrologic information automatic telemeter system supply strong supports for flood control operation. So, studies of improving operating mode of operating level during flood season based on hydrologic information automatic telemeter system have important and realistic significance in improving the mode of flood control operation, ensuring flood control safety, and adding benefits of the reservoir.The main achievements and results are listed as follows:(1) Runoff will not flow out the basin until it has been a concentration time after precipitation. The delay time is one of important factors that can be used by flood control operation. Beforehand sluice based on the delay time can make operation safer, at the same time, operating level during the flood season can be upgraded.(2) Previously, flood hydrograph was used in flood forecast and flood pre-discharge operation, the method highly depends on forecast accuracy. But it is better that flood volume is used to pre-discharge, because flood volume forecast has more accurate than flood hydrograph forecast, and according to flood volume discharge can be adjusted, if return period is longer, discharge is also bigger, whereas less and shorter..(3) The calculation methods of concentration time and flood volume etc. used in operation have an effect on controlling operating level during flood season, so studies of the calculation methods of the factors is also a part of studies of operating level. The effective factors of the factors are analyzed and the calculation models are built.(4) According to the delay of runoff, controlling method of operating level during flood season is drawn based on concentration time. The historical data of Jinpenreservoir and Fengjiashan reservoir are used to check the two methods. As result, the operating level during flood season of Jinpen reservoir can be drove up form 591m to 593.2m, water saved can be added 387(104m3); the level of Fengjiashan reservoir can be drove up form 707m to 707.3m, water saved can be added 450(104m3). At the same time, operations of the historical floods are safe and not add risks.(5) Building and application of hydrologic information automatic telemeter system supply strong supports for flood control operation, controlling method of operating level during flood season is drawn based hydrologic information automatic telemeter system, the method is the unit of confirmative information as information of precipitation and statistic information as concentration time. The historical data of Jinpen reservoir and Fengjiashan reservoir are used to check the two methods, as result, the operating level during flood season of Jinpen reservoir can be drove up to 593.6m, water saved can be added 471(104m3); the level of Fengjiashan reservoir can be drove up to 707.6m, water saved can be added 900(104m3). At the same time, operations of the historical floods have no dangers.
