In the progress of construction by TBM, the core problem is research and manufacture of TBM whose efficiency is high, whose capability is durable and whose flexibility is better. But the main research content of decision-making system of construction by TBM is how to maintain its efficiency, security and economy. The research aim of the paper is how to develop web-based decision-making system of construction by TBM based on the establishment of information database of construction by TBM.Combining actual project, firstly based on the analyses of the data on construction by TBM the whole conceiving of the system is discussed. The viewpoint that the system is made up of four one-grade systems, thirteen two-grade systems and twenty-nine three-grade systems is put forward. Secondly hierarchical network planning is applied to working procedure time-optimization of construction by TBM. Hierarchical transverse-line graph, single-node network graph and double-node network graph are drawn, and further they are helpful for harmonization of parallel, intersecting and continuous working procedure in the progress of construction by TBM. Thirdly based on the analyses of historical rock data of construction by TBM, aiming to qualitative explanatory variable the model of quantitative theory I is predigested multivariate linear regression model. And rock swatch is analyzed by multivariate linear regression theory. Regression equation is established and it may be helpful for rock classification of construction by TBM.Based on the above research productions, firstly the information database of construction by TBM is established making use of SQL Server 2000. Secondly system architecture of browse/server model is adopted and the system is developed making use of Visual Studio.NET and other technologies. And six primary functions are realized, that is to say, firstly inserting, querying, editing and deleting of data of construction by TBM, secondly establishing of rock classification, thirdly analysis of boring parameter, fourthly generalization of support parameter, fifthly time-optimization of working procedure of construction and lastly creating of dynamic report forms of Excel are realized.The establishment of information database of construction by TBM and realization of the system improved modernization of information of construction by TBM. And they also provided available guarantee to sufficient exertion of advantage of construction by TBM.
