In view of the necessity for further improvement of the existing operation order system(OOS) with respect to the independent system developed for specific dispatching andimplementing unit, lack of universality, lack of transplantation and the function, this paperproposes a novel approach by utilizing Common Knowledge-base Analysis and DesignStructure (CommonKADS) Knowledge Modal to set up knowledge structure of the electricnetwork universal OOS integrated dispatching operation, centralized-controling substationoperation,substation operation. CommonKADS Knowledge Modal decomposes task,reasoning and rules with structural and hierarchical division. By applying the data-functiondecoupling characteristic and reasoning-knowledge reusing attribute of CommonKADS,OOS knowledge base has been structured, OOS reasoning has been seperated. Therefore theuniversality, intelligence and user maintainability can be improved.
