Owing to the complexity of traffic congestion and its serious infuence on freeway network ,this paper proposes to establish DSS of Management of Urban Traffic Congestion in order to balance traffic burden of network ,excavate the potential of freeway , greatly enhance traffic capacity and LOS and increase the whole system's running efficiency. According to the demand of decision making for alleviating the urban traffic congestion , this paper studies the characteristic and decision making for management of urban traffic congestion. Five primary attributes of congestion are concluded at first. The spatial distribution and the extension of congestion are particularly studied. A practical method for distinguishing the characteristics of spatial distribution is proposed. Then the basic strategies for congestion control are discussed , including the main factors influencing the strategies and the classification of strategies. Finally , framework of decision support system is studied. The application results reveal the validity and maneuverability of the study , and thus a foundation for developing the decision support system for urban traffic congestion management is provided. Then This paper analyzes the characteristics of urban traffic system when traffic congestion occurs at first. After indicating the importance of establishing intelligent decision support system for urban traffic congestion management, the design idea, system framework, function and method for realization of system are proposed. A know-ledge-based decision system is realized, which contains abundant congestion management knowledge and solves the decision problems by combining the qualitative reasoning and quanlitative calculating. The system 's core part is the design of model warehouse .Study on decision model is discussed from four aspects.
