Which the article is written is based on our national actuality .The two models are built.The first model is return model which is based on the chief element .This model have many advantages than traditional return model. For example, it can show absolute information by several chief variables. And a good deal of workload is decreased.The second model is based on the city land use .Because city territorial utilization is different between developed district and developing area, the region coefficient is fetched out. The affection of region coefficient to trip production and trip attraction can't be neglected. As the diversity exist between new-style city and old-style city, it is necessary the region coefficient is considered. At the same time, the improved AHP means and grey model are applied in this article. The relationship between traffic sections and territorial utilization is erected.The validity and precision of the model is testified by practical examples.
