In accordance with the practical need of production and the achievements of the predecessor's research, and based on the theory of the area environment risk assessment, this paper takes a further analysis of environment risk factors of chemical terminals in Ningbo port , and builds up the synthetically assessment procedure of environment risk of chemical terminals in Ningbo port .The paper takes the analysis as the base, which includes the analysis of the first class risk resource such as material fatalness, leakage fatalness and fire and explosion fatalness and the second class risk resource such as terminal hardware, human errors, environmental factors and management factors, and achieves the synthetical environment risk assessment of chemical terminals in Ningbo port by means of the Analytical Hierarchy Process (AHP). In the process of conducting qualitative and quantitative analysis of leakage fatalness and fire and explosion fatalness, the article takes the DOW fire & Explosion index as the method to evaluate quantitatively the economical damage, and analyze qualitatively the effects of health damage at the same time. For the leakage accident, the researching emphases are leakage scale and diffusion mode, the article gives attention to evaluate the environmental damage either. At the last, the dissertation brings out the countermeasures of risk management from five aspects, which are human, machine, material, law and environment. It is helpful to the risk management of the chemical terminals in Ningbo port in some extent.In another hand, using the Visual C++ software the writer has developed an assistant evaluating system, the operation is very easy and effect is visualized.
