It is the main reform and open up window of westen Liaoning, Chifeng of Inner Mongolia and Tongliao. It is also one of the most convenient ports for goods transportation of Heilongjiang, westen Jilin and easten Inner Mongolia provinces. The fast development of Jinzhou Port is the main foundation for the state strategy of the revitalization of northeast old industrial base. Along with the development of infrastructure construction of Jinzhou Port, according to the prediction of "Jinzhou Port planning (revision)", the throughput of Jinzhou Port will reach up to100million and130million tons when2015and2020respectively. The crude oil is one of the main cargos. Therefore, the oil spill accident risk will be greatly enhanced.301#spot of120,000dwt crude oil terminal in Jinzhou Port is at the south of3#harbor basin in Jinzhou Port, with one hundred and twenty thousand tons of crude oil wharf construction puting into production, the spill risk of Jinzhou Port waters pollution of oil was enhanced, with the rise of marine accident rate. To analysze oil wharf pollution risk and put forward the prevention and reduce pollution risk emergency countermeasures, and to improve the emergency response and disposal ability is very important for the environment of Jinzhou sea region and the healthy development of economy.Based on the understanding of Jinzhou Port status, status of301#spot of120,000dwt crude oil terminal in Jinzhou Port, surroundings, Status of management and waterway traffic situation, this paper carefully investigated the wharf pollution survey and oil spill pollution risk, analyzed the reason of ship pollution accident and the influence of natural environment on operating ship, calculated and researched the marine incident, forecasted the leakage and leakage path, then pointed out the oil spill prevention measures suggestions and risk control strategy. According to the results of research, valuable suggestions were put forward for301#spot of120,000dwt crude oil terminal in Jinzhou Port. This work has guiding significance for the protection and cure of oil spill for crude oil ports of China.
