Brake is an important equipment which offered emergency braking and safety deceleration when train run on tracks, in order to ensure safety of the train, good brake performance should be provided under any condition. As the speed of operation is continually rising, traditional brake shoe braking no longer fit the high speed train's development, so good performance of brake equipment is to be request. At present, disc braking has applied almost in all our country's passenger train. Brake pads is an important composition part of disc brake equipment, it has pivotal function to the braking quality. Therefore, the exploitation of brake pad's braking ability test bed will become a vital topic in the domain of train braking;better locomotive brake pads are required to be developed.The locomotive braking pads of test-bed is an apparatus which can simulate damped condition of the practice and prosecute a performance test about the friction. A design proposal of locomotive brake pads inertia brake tester was introduced in this paper which based on the requirement of "outline of the brake pad performance test", mainly composed electric motor, shaft coupler, inertia flywheel group system, bearing, brake equipment, testing equipment and so on. According to the total arrangement of design proposal motor> coupling, bearing assembly units and so on were selected , emphasis have design analysis to inertia flywheel group of the test platform and realizes the match of moment of inertia of the whole test bed ,new proposal of the inertia flywheel group was introduced as well. Meanwhile, a three -dimensional modeling of brake pad test-bed was established with the SolidWorks software to simulate the locomotive brake pads inertia brake tester.A complete locomotive brake pad also should contain test and control system. This essay explained the primary approach of measurement and control. Also designed the approach of measurement of the rotation speed of main axis, friction force, brake pad and temperature of the brake disc. Analysised the intensity and the rigidity of the inertia flywheel group' main axle system, and discussed the effect that main axle's rigidity toward the entire locomotive braking pads of test-bed. During the use of test-bed, there was a higher rotation speed in the main axis system, if brought about resonance with test-bed, then will cause great infection to the measurements. A model analysis about the inertia flywheel system of the test-bed was analyzed in this text in applying ANSYS software and calculated the natural frequency and mode shape of the inertia flywheel system of the main axis of the . Hopes that the analytic result will do certain guidances and amendments to the design of the future test-bed.
