The traffic basic establishments have been developed greatly as our country is keeping on development of economy for more than 20 years. Although we have enhanced the traffic research and criterion process, we still find there are so many works that we haven't done, and we are in scarce of deeper research. The traffic basic parameters are not accurate, or only based on experience or unscientific conclusion.This paper presents a new methodology for passenger car equivalents on highway for motor vehicles only. The traffic density is a good indication of the driver's freedom to maneuver and proximity to other vehicles and the basic data for passenger car equivalents, and is consistent with the measure of effectiveness for highway for motor vehicles only used in the Highway Capacity Manual. We take highway as the time and space resources, the passenger car equivalents are based on taking up the time and space resources.The second way is a methodology for passenger car equivalents at signalized intersections of city. We found that instantaneous speeds are very similar by our observation when vehicles passed the signalized intersections of city, and it can be used for PCEs. So we can calculate the PCEs based on headway of different kind of vehicles and influence on other vehicles followed.
