Research On The Overseeing Effects Evaluation Of Hydraulic Engineering In The Phase Of Construction

Abstract: At present, among the fundamental programs of construction overseeing of hydraulic engineering in our country, there are short of feedback parts of overseeing implementation effects and overseeing decision making. In the paper, the overseeing effects in the phase of project construction were taken as the research object. From the aspects of investment, progress and quality control objective, the idea and method of comprehensive effects evaluation of project overseeing were brought forward. The importance of executing project construction overseeing institution to the construction of hydraulic engineering and overseeing industry development was explained. Some relevant knowledge was used to analyze the quality overseeing effects, progress overseeing effects, investment overseeing effects, contract overseeing effects, safety overseeing effects and comprehensive overseeing effects qualitatively and quantitatively in the phase of construction. By doing so, the feasibility, reliability and practicability were ensured.Using the example of hydraulic engineering reconstruction of Huaihe River Basin in 2003, and combining the theories, conceptions and methods mentioned in the paper, the overseeing effects of the engineering were studied, some objective, impartial conclusions were educed. The research not only had important practical value, but also provided theoretical references to scientific management of governmental management division and to improve the efficiency of project management of overseeing divisions.
