In recent years, along with the national economy development and people's lives improved, the electricity consumption rapid increase. Statistics have indicated, the load of the city air conditioning's electric quantity has accounted for above 40% which always shoulders to the city peak electric power, but the air conditioning load characteristic basic is same with characteristic of the electric load, this factor creates the most main reason which the electrical network peak valley load difference gradually enlarges.The area of house which our country builds up every year is up to 1600million m~2 at present, if the newly- increasing building all adopt air conditioner refrigeration, then every year because the electric power demand of electrical network peak for the newly-increasing air-conditioning reaches 80 million KW, but using the ice cold storage air -conditioning technology, may shift 50% peak electric power demand, namely 20 million KW. This technology to alleviates the peak electric power pressure, raise unitization of energy intensity and protect environment all has the huge social economy significance, already caused the government and the electric power department's high value, will become one of the main technical on the electric power demand management.China's electric power industry has developed rapidly, in 2005 break through 500 million kilowatts and less than 300million kilowatts installed around the United States. However, for all this, our country's electric power supply is increasingly scarce, in particular contradiction between the peak insufficiency and the trough surplus has become conspicuous day by day, if depends entirely on the newly-built power plant to meet the peak need, then it is bound to waste the investment of the power plant and the switching equipment, make national economy to suffer losses, such as in 1997 per kilowatt of installed capacity produced the national economy total output value 28800 Yuan, butreduces to 27300 Yuan to 2004, along with the operation successively of the newly-built power plant of the following several years, this phenomenon will be more prominent. In this way, it can't fully utilize low-priced eco-friendly power source, which does not accord with the requirement of building the energy-saving society. Adopting the method about side adjust and control, or ice of air conditioner hold, may move the time of power consuming to the non-peak, plays a role in " moving the peak and filling out the valley ". Take Shanghai for an example, the supreme power consuming load of history is 16,682,000 kilowatts, while the minimum power consuming load on the same day is 10,500,000 kilowatts, in which air conditioning accounts for approximately 45%, compares with the use of conventional air conditioning, ice hold cold air conditioner has 25% moving peak ability about, theoretically may shift 11% peak to shoulder the trough., It is obvious that energetically development of ice hold cold air conditioner has a bright future.This thesis analyzed the ice cold storage air-conditioning's technological principle, the structure of refrigeration equipment as well as the definite method, and studied the ice cold storage air-conditioning system' operational scheme and control strategies, and what's more, made some economic analysis and the appraisal on the design of ice cold storage air-conditioning system which Jinan government affairs center will carry on, to make its scheme of air-conditioning system further optimize, and have the guiding sense to the project practice.This article may supple the design reference to the same type of the ice cold storage system.
