In recent years, with the quickly development of power electronic technology, a great deal of non-linear loads appeared and that made the voltage and current waves distorted . It is needed that the exact measurements to the non-sine waves not only to the power system but also to the research of the non-linear loadself. The traditional AC measuring instruments were normally based on the sine-wave signals and their measured results cannot reflect the change of the distorting waves. It had large error to the measured results. The application of DSM technology found a new way to measurements of the AC power signals.The sampling measurement technology is developed with the development of the computer technology. Through the quickly S/H and A/D , the continuous analog signals is sampled. It is a new measurement way through using digital operation replacing analog operation. Through the development of 20 years large number of measurement ways appeared and some of them are mature and applied in the engineering practices, but some of them are developing. In general the developing measurement ways have higher precision, higher speed and lower produced cost than the old ways .The first chapter discussed the development of the digital sampling measurements. The second chapter introduced the importance of the analysis of the power quality.The fourth chapter of the article introduced the software and hardware that would be used in the experiments and emulates . The used software is the LabWindows/CVI of the American NI company. The used hardware is the BF601 digital sampling card.In the fifth chapter of the article the digital measuring arithmetics were studied and emulated . In the measuring arithmetics , the emphases is the quasi -sychronization sampling measurement way. The quasi-sychronization has many merits. Its development was limited because of the large number of counts.In the article the quasi-sychronization was applied in the engineering practices.
