Research On The Ecological Water Use And Water Resources Optimization Allocation In Poyang Lake Area

In this paper, taking Poyang Lake Area as an example, the key problems relate to water and water resources optimization allocation are studied to maintain sustainable and harmonious development of society, economy, eco-environment and resources in Poyang Lake Area. Especially the ecological water use is included in the departments of water use, it is so significant to help to resolve the problems of the strained ecological security existed currently and restoration of the eco-environment. Therefore the researches of the ecological water use and water resources optimization allocation have an important theoretical and practical signification.The following outcomes and conclusions are obtained in this paper:(1) The five key problems of ecological environment are analyzed such as, frequent disasters of flood and drought, serious water and soil erosion, ecological function degradation of forests, decline of water environment quality, and epidemic raise of schistosome disease.(2) The researching advances, concept and connotation and the methods of estimating of the ecological water use are introduced respectively. On this basis the ecological water use in Poyang Lake Area are consisted of the river ecological water use, the wetland ecological water use and the town ecological water use, and the corresponding water quantity is estimated, lastly the relationship of the ecological water use and water resources is analyzed.(3) The basic theory of water resources optimization allocation is introduced compendiously. A model of water resources optimization allocation is proposed in Poyang Lake Area, and then its water resources optimization allocation is studied,the life water, the industry water, the agriculture water and the ecological water are allocated, the result provides the scientific foundation for the supply and requirement discrepancy of water resources and development of the economic.(4) Some measures of water resources rational utilization are put forward fromthe aspects of water resources programming, saving water and water resources unification management to ensure the water resources rational exploitation and utilization in Poyang Lake Area.
