The civil aviation industry of our country has developed rapidly in recent years, the quantity increment rate of the scheduled flights every year is far above 15%. Moreover, in several airports and airways of our country, we could see the phenomenon of serious air traffic congestion, especially in the area of Beijing, Guangzhou, etc. As the status of air force construction has risen rapidly in national security defense project, the training courses of air force flying increase, in addition with our extremely unreasonable civilian and military airports distribution, our military and civilian navigation air zones are mutually too overlapped and the airspace resource was scares, which frequently causes flights delay and unnecessary airplane holdings. This not only causes the operation cost to increase in the large scale, but also aggravated the air traffic control personnel and flight crew's workload, moreover, brings the threat for the flight safety. How to guarantee the flight safety, accelerate the flight flow and reduce the flight delay becomes the most urgent duty for our air traffic management departments.Based on the actual situation of our country and after the careful study of the development of air traffic flow management, with the help of the international related succeed theories and the actual experiences, the author proposed a more reasonable and scientific way to control the air flow, that is to utilize the computer assistance in air traffic management tactic control theory and method.The assay mainly described how to unify the performances, flight operation procedures of each airplane type to the air traffic control procedures with the aircraft aerodynamics model, and calculates the estimated arrival time of the aircraft to its destination, then use radar equipments to calibrate the estimated time, thus we could calculate the time of the carries in the terminal area airplane formation line and provide scientific basis for the air flow control, so that we could make reasonable air flow control and we could accelerate the air flow as far as possible and enhance the utility rate of our airspace.Based on the calculation of the airplane queen formation, when arriving aircraft in the airplane formation appears or to some extent to be delayed, considering the flight plan, the air flow control center will give related information to the related control office regarding the time when the airplane could takes off and as to the airplanes which had just taken off, our center will give definite time when the aircraft could enter the restricted area or pass the assigned point.
