| With the development of electronics, the technology of control and manage by computer have been abroad applied to all business. As the production of age, IC card that has the characteristic of big memory capacity, best privacy nature, portable and reuse, meets the power industry's higher expectations of measure, control and manages of electrical energy. As a new tool of casher, IC card prepayment has been greeted gradually by the power industry. At present, the IC card prepayment power meter used mostly IC card of logic encryption, so its security, reliability, compatibility and augment ability is worse. This paper introduces the design and realization of the system of IC card prepayment power meter based on the CPU card and ESAM module, the main content includes: the introduction of the technology of IC card and its utility system, the conceptual design and study, the design of the hardware and the software. This thesis put emphasis on the deep research for the design and characteristic of hardware and its corresponding manage software. By using the integrate circuit LTC1955 that can controls two IC card and that is controlled through serial port, the system's circuits become simple and its reliability improve. With consideration of practical application, the scheme is suggested. The software includes the design of power meter's software of drive and the whole system's software of manage. In addition, the thesis includes the study of the operation system and interface character of IC card and the protocol of T=0(the asynchronous half duplex transmission protocol of character), and realizes the data exchange between IC card and power meter. At the same time, the thesis researched detailed how to improve the security of the power meter by CPU card and ESAM secure module.
