This thesis'project came from the development of the comprehensive information platform of the Power Company of Enshi, Hubei. This paper presents the thought and method of J2EE's B/S three tier structure's application in the power industry, briefly describes the present situation and outlook of the information system of the power industry, and analyzes the internal structure of the Power Company of Enshi, Hubei as an example to show the current situation of the industry. This paper indicates the places still need to be developed and completed in an industrial information system, gives a detailed research on how to introduce the thought of J2EE system and B/S multi-tier structure application to the power industry, and presents a detailed discussion of the system function, structure selection, design principle, system development, function development, technique development, technique requirment, interface and software development on the base of the comprehensive information platform of the Power Company of Enshi, Hubei. Also, the comprehensive information platform uses the sub-privilege system on the basis of the Role-Based Access Control (RBAC), and gives some applications on RBAC. At the same time, it gives an efficient method to solve the "information lone island" problem, realizes the automatic copy function of the heterogeneous data.
