Based on basic seepage theory, the paper solves steady-unsteady seepage control equation in which hydrostatic head is known with finite element method of the calculus of variations and difference method in time field. The paper builds steady-unsteady seepage model and promises a new method to solve free surface position—variable seepage coefficient method and make the program which suitable to the problem of seepage in earth rock dam. With the new model and the program, steady seepage field in work period, free surface position variable law with time at upper reaches in unsteady seepage period and seepage field variable law on the condition of different seepage coefficient and water decrease speed are stimulated. Using the seepage field result as initial condition, dam slope stability is analyzed at different condition with SLOP/W software. At last the new method and the program in this paper is checked with the project example of Longwan reservoir in Heishan County.
