The Valve Regulated Lead-Acid (VRLA) battery has being used widely more andmore by right of it's strong superiority in airproof, leakproof, nonpolluting andmaintenance-free capabilities. Most locomotive batteries in our country are such kindof batteries.But the phenomenon that either over charging or not charging fully onsuch batteries is very seriously because of false using or lacking of intelligentmanagement devices relatively, and this makes it hard to bring the VRLA's superiorityinto play fully. So developing a kind of simple intelligent protector for the VRLAbattery has been becoming a raring problem to resolve for the railage departments.According to the current conditions, this paper ameliorates current methods anddesigns an intelligent quick pulse recovery system which aims at the specific battery-VRLA .And also, this paper introduces the fuzzy consequence and computing theoryin the management of the battery pack.First of all, the system detects every single battery's resistance of the battery packby discharging the batteries with a definite current. The resistances detected can beregarded as the gists which will be used to judge whether the single battery is delayedrelative to the others of the same battery pack.And then, the system uses fuzzy consequence to process the resistances detectedand the discharge current which influences the battery resistance greatly by building afuzzy controller. Thus it can get the judgement conclusion about the whole batterypack's state.The field probation results show that the Intelligent Locomotive BatteryCharge/Protection Device based on the theory introduced in this paper can improvethe charge efficiency of the battery pack and avoid the phenomenon efficiently whichthe batteries are either over charged or not been charged fully. And it could prolongthe battery's life obviously. All of this makes the maintenance and management workof the batteries on the train more scientific and intelligent.
