Unlike European model, the new intelligent heat metering control system worked under the condition which state was open or closed. The flux of the fluid is adjusted by tuning up the state of the valve. Using numerical simulation method, the research on indoor thermal environment about the influence of step changed heat source is performed. For the sake of reliability and accuracy of the simulation with FLUENT, the experiment system is setup, and the comparison showed a well agreement between the simulated and experimental results. The result of this research shows that the k ~ s two-equation turbulence model and SIMPLE algorithm are adopted, and the boundary condition was regard as the source. In this paper, a simplified physical model was founded form the real scene, and FLUENT software was used to simulate the indoor air velocity and temperature field. From the finding, we can come to a conclusion: the temperature of the workplace fluctuates gently, the vertical difference in temperature between level 0.15 and 1.5 is less than 2.0℃, the maximal temperature of the room is less than 2.5℃, and the mean wind velocity of the room less than 0.02m/s. It is observed that the step changed heat source of the new measurement and control system do no harm to the indoor environment. The system can be used into practice. The position of the temperature sensor is very important in the new measurement and control system. We fixed on the temperature sensor for the study of the periods, amplitude of fluctuation and the response lag.At last, the influence of adjusting valve frequency was researched by analyzing the influence to the period of the heat transfer between household, the outdoor temperature and the opening coefficient of the valve qualitatively.
