The maincontents of this study is how to reduce the impact of heat transfer between householdsmetering system at the same time improving its fairness to ensure that heatingcompanies will not be a loss. For heat transfer between households, there are manyapproaches, this paper proposes a new way of thinking. Among households determinedon the basis of heat transfer, in accordance with its specific amounts reflected in thecosts of heat to change its fee structure,to improve the fairness of the system.Through FLUENT software to build indoor temperature fluctuations model. Inorder to ensure meaningful simulation room, a large collection of literature in this article,to accurately calculate the heat capacity of the wall, and as a basis for simulation. Bysimulating a separate room heating, cooling process, in order to determine the location of the room and control points, and then use the software FLUENT UDF modules, PIDcontrol to ensure that the model is stable indoor temperature.
