As a consequence of industrial development, huge quantities of HAZMATSare yearly produced and obviously the production of them goes together with theirtransportation. The transportation of hazardous materials (HAZMATS) is agrowing problem worldwide due to the increasing transported volumes. A recentsurvey covering the time span 1926–1997 revealed reports of 3222 accidentsinvolving hazardous chemicals, 41% are transportation accidents. Considering thedamage accidents may cause, to life and properties, transport by road is morehazardous than others, as roads often pass through populated areas. The safety andefficiency of road transport is to be considered a strategic goal in particular inthose countries, and the related study is beginning in many counties. The HazMattransportation strategies are the important contents of HazMat transportation plan.As the ponderance of HazMat transportation, in recent years, some studies havebeen developed in many countries. But because of some obstacles, it still doesn'tbegin in China.On the base of the author's study, combine the worldwide studies of HazMattransportation, the paper studies the problems of HazMat transportation in general,which will become the basement of the related study in our country. Thedissertation develops a series of works according to HazMat transportationstrategies, which contents as followed:1.The introduction analyses the study and practice significance of HazMattransportation strategies, and claim the study meaning of HazMattransportation risk, risk analysis and routing decision. Furthermore, introducethe problems of risk analysis and decision briefly. And limit the scope of theproblems in this dissertation.2.The basic knowledge relates to HazMat transportation. The related conceptionsare explained systemically at first, including the conceptions of HazMat,HazMat risk, classification and characteristics of HazMat, and requirements ofHazMat transportation, the classifications and rules of HazMat transportationaccidents, the terms related to HazMat transportation strategies.3.Risk analysis of HazMat transportation. The author introduces the situationand history of the studies, summarizes the main study fields and works ofHazMat risk analysis by now. A theoretical model which fits the situation ofour country is adopted in this thesis, the related parameters are explained indetails, the expression and evaluation criterion of risk analysis are displayed.And the general technique frameworks of HazMat transportation areintroduced, such as field data collection, statistical elaboration of the data andresults and discussion.4.HazMat transportation routing strategies model, which is the important part ofthe dissertation. At the start of the chapter, the problem of HazMattransportation routing strategies is put forward. On the base of the analysis ofthe situation of the study and the HazMat transportation in our county, thoughcomparing and combining the most popular models, then we put forward thestrategies models which fit the HazMat transportation situation in China.Furthermore, we introduce the conceptions of the 'arc point F′( N)curvs', the'maximum unitary length F (N)curve', the 'maximum arc individual riskvalue', arc capacities, arc costs and so on, and demarcate these parameters.Then we provide the mathematical models for the algorithm of HazMattransportation routing strategies.5.The design of HazMat transportation routing strategies algorithm, which is thecore and innovating parts in the dissertation. At first, we introduce the commonalgorithms of routing problem such as Dijkstra, A* and so on, we put ourintention on Tabu search algorithm. The author designs and realizes TabuSearch Approach to HazMat transportation routing strategies. This paper alsodesigned the corresponding solution evaluating method and particular localsearching tactics for the solution indicating method, termination criteria, Tabus,tabu length, probabilistic TS and candidate list and aspiration criteria for TabuSearch Approach, choose the appropriate strategies for Tabu Search Approachto HazMat transportation routing strategies in this paper. Through a dummycomputational experience, and we adopt three different strategies: the 'optimalflow', the 'practical flow' and the 'uncapacitated minrisk flow', and compareand distinguish these three strategies. Though the calculation, we can see: theincrement of the out-of-pocket expenses for the 'optimal flow' with respect tothe 'practical flow' is about 4.0%;the increment of the out-of-pocket expensesfor the 'uncapacitated minrisk flow' with respect to those of the 'practicalflow' is 45.0%. But considering the total costs(including out-of-pocketexpenses and risk related costs), the costs of the 'optimal flow' policy is lowest,then is the 'practical flow' policy, the costs of the 'uncapacitated minrisk flow'policy is highest. With the increasing of the truck number, It is rather obviousfor a risk-based optimization procedure to produce a flow with higherout-of-pocket expenses than those of the flow distribution when risk isn't betaken into account.
