According to the present key problems of reservoir forecasting regulation in Xinjiang snowmelt area, use hydrology models, reservoir forecasting regulation models and computer technologies to study nature characteristic and snowmelt runoff characteristic in Kahi river basin for developing reservoir forecasting regulation system based on Web service,which can be used in thaw area, can solve the actual problem of reservoir forecasting regulation and can be visited and managed with long-distance thought Internet.Briefly introduced includes the thaw model the Xinanjiang model and it's the improvement basic principle, emphatically elaborated thaw model mechanism, principle and parameter recognition method, in thorough discussion thaw rivers characteristic foundation, to model(thaw model) the main parameter has done analyzed. In detail introduced the flood dispatch basic principle and the computational method, and have done the system research to the system flood dispatch plan production. Meets the entropy principle from the flood dispatch to the production dispatch plan system research, enables the dispatch plan which the system finally produces to be able the reasonable economy for the power plant movement to serve, simultaneously provides the powerful policy-making basis for the manage.According to the reservoir forecasting regulation system construction purpose ,has carried on the analysis to the system function demand ,uses Web service structure system ,elaborates this system principle of design in detail,the software development platform and various module. By practical application in Kahi Reservoir it indicates that the reservoir forecasting regulation system higher accuracy as well as the real-time information handling ability. It has reached the anticipated aim that the system is designed.
