In the transporting and assigning process of the electric power, the active power loss and electric power lose of the electric power net are known as the line loss. The line loss is resulted by two leading reasons. One is the technical line loss, it is caused by the electric equipments and the electric power nets themselves. The other is raised from management, and mostly because of the electricity stealing behaviors and the errors of the measuring equipments. And the later one is more harmful, it does not only result in economic loss, but also place a premium on the social unstable factor, break the social economic order, endanger the safe movements of the electric net. This thesis breaks through the traditional limits of the studies of the preventing electricity stealing measures which only with a view to the measuring equipments. And hammers at the research of the new type preventing electricity stealing system which can work from the headstream, in another word is to prevent the actions of stealing electricity from the high voltage.Firstly, the thesis does some research work to design the power supplying module and the calculating and controlling module of the high voltage intelligent collecting terminal. The problem of the unsteady importing of DC- DC converter during the process of power supply is resolved.And the parameter calculating method of the electric power supplying nets is improved.Secondly, the thesis puts forward a new type of preventing electricity stealing system; the new system's principle is based on the high voltage intelligent collecting terminal and does its work by contrasting the electricity parameter in high voltage /low voltage. The research work including constructing the whole frame and design these main composing: high voltage collecting terminal, low voltage collecting terminal, charge controlling terminal, supervising center and mobile electro-supervising terminal. And bring forward the respective setting schemes based on the analysis of the electric power supplying nets'topology of transformer substations, single power supply users, multi- power supply users and loop net users.Thirdly, the thesis carries out some analyzing and comparing work on the strongpoints or shortcomings of the traditional communication methods. And at last chooses GPRS as the communicating method. In order to heighten the safety and stabilization of the communicating nets the TEA Encrypting algorithm is used.
