With stratagem of urbanization being implemented, the construction mode of small towns has changed from quantity expanding to quality improving and scale pullulating. However, in the course of basic establishment building, because of lacking corresponding engineering programming standard and characteristics'researching, the actuality is that there are no criterion and ration for water consumption indexes. This paper, which is supported by the National Key Technologies R&D Program of 10th five years, has studied the characteristics of living water consumption by the numbers. The studied contents include filtration, investigation on the spot and living water consumption characteristics analysis of typical small towns. And the gray forecasted model about living water consumption of small towns is established, which is based on the three primary impacted factors——population, economy, water price. The results show that:Based on investigation on the spot, this paper has screened out typical small towns, according to the consummated degree of data collected and the distinctness of town scale. During the liquidating and summarizing data collected, we find that the difference of living water consumption appears much greater with towns scale differing. But, for some special town, the fluctuation is relatively placid, even the trend of decreasing can appear. The living water consumptions of towns holding different scales are different. However, water consumptions of them have the comparability with months changing, i.e., water consumption in annual February and March is lowest and water consumption in annual July to September reaches the tiptop. It is found that daily variety coefficient of living water consumption of small towns is 1.35~1.85 and hourly variety coefficient is 1.4~2.9.The factors of impacting living water consumption of small towns include water price, the climatic discrepancy of southward and northward, the size of towns, the consummated degree of water supply establishment and sanitary ware and water facility, and so on, of which, water price, water using population and annual average earnings per people are the most significant factors.
