With the fast development of the economic, there are more and moreprojects of road tunnels, and then the safety management of tunnels is more and more important. Once the accident takes place, the traffic will be interrupted for a long time, which is very dangerous and difficult to deal with, when the fire occurs the situation will be even worse. According the related statistics, the accidents caused by speeding vehicles account for a considerable proportion of the accidents. Therefore, it's in great urgency to prevent and control the speeding problem of highway tunnels, then make sure the safe operation of the tunnels.In this paper, a simple and practical system is proposed. It aims to improve the detection way of current speeding detection system in highway tunnels, and try to search for the possibility of real-time speeding detection and alarm based on image process with the minimum system, and then it can help the traffic management and realize the safe operation of tunnels. It has the functions of speeding detection and alarm based on video image process, which realizes image processing algorithm by software and then finishes the detection, judgment, hint or alarm of speeding vehicles in tunnels. Firstly, the setting and the related algorithm are researched in the paper, and then the simple and convenient way of camera calibration of the system is proposed. After that the related image processing technology is discussed, and based on the technology, the speeding detection algorithm based on two virtual check lines with fixed pitch is proposed, designed and explained in detail. Afterwards, combining with the specific needs of practice, the overall design is finished, the hardware equipment is introduced, the principle and the algorithm of some related functions are described, and the application software is developed based on Visual C++6.0. Finally, the experiment is finished to test the system.
