Sustainable Water Resources Mixed Distribution Model

Being aimed at the current severe states for our nation's water resources problems, first of all, the paper presents the concepts and intensions of water rights and water resources then the history and present situation of our nation's water resources management systems, and simultaneously researches and draws the experiences of some countries' water management systems in the world in the establishment, and after that thoroughly studies the reform and development for our nation's water resources management systems. We focus on the following in this paper: Bilevel Programming and Linear Bilevel Programming and their models, application domains, status quo of their solutions. Then studies, analyses centralized distribute model and market distribute model of water resources: centralized distribute model is a water resources distribute model that bases on global optima of the whole system; market distribute model is a resources distribute model that bases on unit consumption and production behavior, both of the models have there excellences and limitations. On the basis of centralized distribute model and market distribute model, this paper brings forward Bilevel Programming distribute model.We focus on the following in this paper:1. Researching systematically on basic concept and intension of the water rights, and drawing a conclusion from a view of the law that it is the nation that can conduct the ownership of water resources;2.
