With the development of the economy of our country, the scale and complexness of the power system become more and more large. With using the long distances and heavy transmission, the low frequency oscillation problem has become very important. The power system is a large scale system containing a number control loops. This oscillation not only affects the stability of the large power system, also affects the available capacity of then transmission lines. If the power system stability was broken, the result would be very serious. USA ,Russ and other countries has had very serious lessons in this aspect. These include governors, automatic voltage excitation control, power system stabilizers and automatic generation control loops. This system is being continuously perturbed by load fluctuations, network changes, short circuits and line faults. For system security it is essential to monitor the frequency and degree of damping of the internal oscillatory signals of the system. Especially with the power system interconnection of our country, the power system stability becomes more and more import. How to improve the stability of the power system ,restrain the inter-area low frequency oscillation and analyses the system has became the first problem we are faced to.
