To realize the automatic operating for wagon speed control on marshalling yard is the goal for railway's engineers in our country for many years. A great achievement has been made on automatic speed control with clamp retarder or piston retarder for wagon running from hump to tracks instead with manual iron skates. The technology also comes up to a high level such as advantage, reliability and variety. Compare with that, the most of domestic marshaling yards are still using manual skates to stop the wagon in the end of tracks and also prevent train or group of wagons run out in the case of staying on line. However using manual skate as the way to do that is very unsafe for the operation and workers ,and restricts passing capability of marshalling yard and transportation production of railway, too. So it is necessary and urgent to research and solve the problems with some kinds of automatic technology.To meet the requirements, At first the paper has being research and design new practical hydraulic controlled stop wagon retarder of on the base of having been the stop and hold technology level. It realizes new hydraulic principle and integrated hydraulic equipment. It should be installed on the inside of both rails, set up resistance and remove energy from wagon passing over it, and can stop/hold wagons or train. Both operations are automatic and unnecessary for skates/skaters, energy, control and operators, also have other advantages such as short time for construction, more reliable, easy to maintain and no disturb to railway and so on.Then, in order to guaranteeing system's capability , based on the basic principle of the fuzzy mathematics and theory of the general reliability design, the fundamental principle and method of the mechanical fuzzy reliability design are investigated and studied through integrating the two ideologies in this thesis.
