There are thousands of medium and small industrial cities in China. Pingxiang, a city in Jiangxi Province, is one of the basic old industrial cities. Similar to other industrial cities, it encounters a series of problems such as unreasonable industrial structure, serious environment pollution and lack of water resource. With the development of local industry and acceleration of urbanization, the phenomenon that the water resource of agriculture is robbed by urban living and industry, and then agriculture robs of ecological water becomes worse than before. It results in deterioration of the ecological environment and badly influences the security of water supplement in a city. According to the characteristics of industry structure in medium and small industrial cities, it is vital to arrange the water resource reasonably, coordinate the water resource of ecology, living, industry and agriculture as well as guarantee the security of water supplement for development of cities and basic living. In this article, the author mainly focuses on several factors as below:1. Taking city of Pingxiang in Jiangxi province as a case, guaranteed measures of water safety supply is studied. According to the present water-quality and water-quantity shortage situation, some synthetic measures are taken such as finding sources or water-saving, each type of water supply such as, everyday life water, production water and environment water are allocated legitimately so that water using of cities development and everyday life are satisfied and the safety of water supply are undertaken. All the measures mentioned are the critical conditions to realize city water supply pipe net optimized control.2. Two grade optimal control model is constructed basing on macroscopic one. The first one is mainly ascertaining the best water discharge and pressure of water factory aiming for pipe net. The second one is used for regulating water supply pumps applying the result of the first one. During the course of studying, macroscopic model is constructed, which is suited for "loading by percentage" at different times according to the characters of water supply in Pingxiang city. The steps of the two-grade water supply optimized regulation system are following:(1) Applying gray prediction theory, total discharge of Pingxiang city at a period is computed.(2) With the basis of actual data, constructing macroscopic model of the pipe net...
