With the sustaining and rapid development of China power industry and the improvement of market environment, power energy with a variety of electrical parameters is attracting much attention as a commodity directly related to the economic efficiency of power enterprises. Massive use of power electronic devices as nonlinear load in power system is leading to serious harmonic impact, and conventional electric energy metering method may cause certain errors when harmonics exist. Study of harmonics measurement in panel mounted electric energy meter can provide the necessary basis for improving the contradictions of electric energy metering and establishing the policy of power quality governance.Firstly, comprehensive overview and analysis of the harmonics electric energy measuring methods as well as involved index are given. Then, the significance of electric energy measuring and analysis is expounded. Computation method based on fast Fourier transformation(FFT) is studied deeply, whose measurement accuracy is 0.2s. The computing indexes involve voltage, current, power, frequency, phase, electric power, the harmonic ratio and the total harmonic distortion(THD) of phase voltage and phase current.Then, the hardware of 0.2s multifunctional electric energy meter is designed based on harmonics measurement. To ensure the performance and function of electric energy meter, sufficient consideration and protection is provided in the hardware design.Second, software development of 0.2s multifunctional electric energy meter is described based on harmonics measurement. Software design is the core and key indicators for the performance and function of the electric energy meter. After the determination of computation methods, the specific software design is developed focusing on the achievement of design targets.Finally, in this paper the function and performance of 0.2s multifunctional electric energy meter based on harmonics measurement is tested comprehensively.
