With the rapid growth of electricity consumption in recent years, national power departments need multi-function energy meter to charge the clients more reasonably, and better plan energy production. So the demand of single-phase multi-function energy meter is urgently required. At present, the solution employing energy metering IC and microcontroller is wildly adopted by most multi-function energy meter. But such structure of two chips will cause the difficulties in synchronization and the low stability in data transmission between two chips. Besides, the high cost in view of such structure has hindered the popularization of the multi-function energy meter.To reduce the cost and improve the reliability of energy meter further, this thesis represents a single-phase electronic energy meter based on MSP430FE427, with multi-parameter measurement, multi-communication modes, multi-rate and other related functions. This energy meter has a promising market and practical utility because of the simple design, software portability, low cost, low power consumption, high reliability and so on.This thesis consists of five chapters. The first chapter introduces the development course of energy meter and its market trends, discusses the significance of research on electronic multi-function meter based on a high-performance single-chip SoC. The second chapter represents the characteristics and principles of MSP430FE427 in details, describes system structure and function design based on market demand. The third chapter describes the hardware design, including power management, voltage and current sampling, signal conditioning, communication, display, data storage and interface circuits. The fourth chapter states the software development environment, discussed the principles of modular software design and depicted the flow chart for the major program. In addition, the subroutines like the event records, load records and communication are specified. The fifth chapter discusses the error source of energy meter, proposes the software realization for three-point calibration method, provides the function test results of sample meter and introduces the operation statements of the meter.The test results and operation condition indicates that the single-phase multi-function electronic energy meter based on MSP430FE427 works reliably, its function and performance meet IEC62052-11, its active power measurement error lower than 0.5% and reactive power measurement error lower than 1%, which fulfill the accuracy requirement of IEC62053-22 and IEC62053-24.
