A Study On The Research And Execution Of The Price-controlling Of Agent Owner

As a manage way of the government's investment, non-profit items consigning construction system attracts more and more concerns.So far, most of the provinces in the country have started to introduce the consigning construction system. Concerning about experiences of other provinces ,the Sichuan government has implemented the temporary code of carrying out the consigning construction system on the non-profit items of Sichuan government, and began to push the government's investment on non-profit items consigning construction system .On the course of the consigning construction, costs controlling items has always been the key point of confining government investment items. In the interests of the surrogate's point, using the whole process controlling theories, this paper carefully researches the cost controlling and the way how the cost controls works.This paper takes both of the theories and practice methods to have the research done. The paper discusses the problems lied in the traditional management of the non-profit common construction items, starts from consigning construction of the non-profit common construction items, and carefully studies the way how cost control method works, and analyzes the aim ,task and measure of cost control in the way of the item decision-making and design ,construction-complete phases.At the end of the paper, using the project cost controlling theory and learning from the experience of the actualization precept and effect of cost controlling measurement in Donglin conmmunity's breaking and allocation in Chenghua district of Chengdu, it raises the problems lying in the cost of the Surrogate's owner, and we hope that this paper might help in the cost controlling of the surrogate's owner.
