| The style with bill quantity in construction valuation is generally accepted in developed district and financial association. China has issued the code of valuation with bill quantity of construction projects in July,2003 and the code has been carried out forcely all over the nation since it is issued. This is the great moditication in China' s construction valuation. The characteristic of the code is devide the construction operation into two parts . So, there are two defferent construction fee, physical part' s fee and overall items' fee. According to the code, overall items can be added and deleted by the bidder in terms of the construction situation and bidder' s need. However, so long as the bid price is proposed, the price is fixed and can't be modified no matter what will happen related with overall items during the work(not including some special causes).Because of the modification in valuation style and method of overall items, tender offer not only is becoming more and more difficult for bidders, but also bringing a new study to all bidders. That is how to offer bid price about overall items including specific method and rationality of tender offer. Based on the code, the article manage to deal with difficulties in valuation by means of certain maths modles and approaches throuth the case. Following technique and method is applied in my article:1, Predict overhead by means of linear regression analysis.2, Make certain minimum profit according to company' s capital operation.3,. Probe experient tunnel in bidding of overall items.4, Unbalanced method in bidding of overall items.5, General and fuzzy analogy estimate in bidding of overall items.Above method is proposed according to characteristic of overall items and the code. We hope these methds can broaden estimator' s horizon in valuation of overall items.
