| With the implementation and continuous advancement of the national strategy of ’Healthy China ’,the state has placed the protection of people ’s health in a strategic position of priority development,the medical and health conditions of the people have been continuously improved,and hospital construction has entered a new stage of development,which also puts forward higher requirements for the project management level of the owner of hospital construction.In the management of hospital construction project,the owner is the core leadership,and its management runs through the whole process of hospital construction project,which has an important influence on the success or failure of hospital construction project.The EPC general contracting mode is a kind of engineering construction mode which is vigorously promoted at the present stage in China.It is gradually being widely used in the field of hospital construction.However,at present,there is a lack of research on the owner ’s project management maturity under the hospital EPC model,and there is a lack of effective methods and scientific standards for evaluating the owner ’s project management maturity.Therefore,from the perspective of the owner,this paper discusses the project management maturity evaluation of the owner of the hospital construction project under the EPC mode.Firstly,this paper combs and compares the difference between the maturity model of hospital construction project management and the traditional maturity model,and chooses the OPM3 model with higher fit and stronger comprehensiveness as the basic model.Combined with the characteristics of EPC hospital construction project,the OPM3 model is adjusted and improved from the owner ’s point of view.Based on the project management process level,the project management maturity model of hospital construction project owner under EPC mode is constructed.Secondly,based on the project management knowledge system,combined with expert interviews and literature research,through qualitative interviews,questionnaire surveys,etc.,this paper comprehensively analyzes the characteristics of hospital construction projects,conducts detailed research on evaluation indicators,selects 12 criteria layer indicators and 49 index layer indicators,and constructs a set of hospital construction project owner project management maturity evaluation index system suitable for China ’s EPC mode.Thirdly,according to the project management maturity evaluation of the owner of the hospital construction project under the EPC mode is a complex and systematic work involving multi-level and multi-factor,and the evaluation index system has the characteristics of fuzziness and incompatibility,this paper evaluates the maturity of the owner ’s project management ability based on the fuzzy matter-element analysis method and the combination weighting method.Finally,taking the project of Nanhai Branch of Aviation General Hospital of China Medical University as an example,this paper applies the constructed project management maturity model to verify the practicability and effectiveness of the model,and identifies the improvement path of the owner ’s project management ability according to the priority improvement matrix of project management ability.The owner ’s project management maturity model of hospital construction project under EPC mode constructed in this paper not only enriches the related research on the owner ’s project management maturity of EPC hospital construction project,but also realizes the accurate evaluation and optimization of the owner ’s project management level,which provides a scientific theoretical basis for the owner ’s evaluation in the process of hospital construction project management. |
