Recent years, with the development of tall (high-rise) building, wind loads, the same important as earthquake effect, becomes the main loads of structural design. Thus, the study of wind properties, include average wind effect (the value and distribution of extreme wind speed and the estimate of return period) and pulsative wind effect (it has a short period which is close to the natural vibration period of tall buildings and it belongs to random dynamical problem), are becoming the important evidence that can maintain the security and economy of structural design.The reference wind speed of structure takes yearly maximum wind speed as evidence. Generally, the distribution of wind speed expresses from extreme distribution. This paper takes ChongQing district as an example, the extreme asymptotic distribution of yearly maximum wind speed and joint distribution of wind speed and wind direction, by selecting the original data of wind speed between 1990 and 1999, will be studied. Firstly, in order to reduce the potential statistical error from the short sample of wind speed, a method is introduced that simulates the asymptotic distributions of yearly maximum wind through the analysis of the monthly maximum wind data. The simulated results of three extreme distributions (Gumbel,Frechet and reverse Weibull distributions) and Generalized Parato Distribution are contrasted and analysed. The reverse Weibull distribution is evaluated as the best asymptotic one in ChongQing district. Secondly, the extended Bayes method is use to make up the problem of sample shortage. Making use of its advantages (classic statistical methods can not possess) that regards parameter as radom variable and takes the problem of judgment and observation data as a combo into account, the asymptotic distributions of yearly maximum wind(is obtained from classic statistical methods)is updated and modified. Compared with the old distribution fuctions, the renewed have obvious improvement and the estimated value of design wind speed of them also expect be more reasonable. Lastly, Owing to the lack of wind speed data and the complexity of statistical work, the extreme probability model of wind speed of current load criterion can not consider the influence of wind direction. The reference wind speed that uses whole wind direction, without taking account of joint distribution of wind speed and wind direction, to unclearly replace the reference wind of each direction is quite conservative.
