Begun with the history of Pavement Management System(PMS), this thesis summarizes the factors restricted in the research of PMS in the country, and advances the modularized whole structure of Expressway Pavement Management System, then expatiates the module of data entering and the module of GIS graphics searching. In allusion to the characteristics of the distress in expressway pavement and the vehicle on the expressway, brings forward the evaluation system of the expressway pavement performance. There are 6 monomial evaluation indexes, as follows Structure Strength Index(SSI), Ride Quality Index(RQI), Sideway Force Coefficient(SFC), Representative RuttingDepth(D_r), Ratiocracking Index(C_k), Patch Rate(L_r), and there is one compositiveevaluation index, as follows Pavement Quality Index(PQI).Based on the fact that the historical data of expressway is lacking in our country, builds The dynamic parameters self-adapting and self-tracking prediction model to predict the expressway pavement performance. The model can automatically modify the dynamic parameters along with the time and with the expense of stylebook, so that the predicted value can farthest approach the actual value. In the module of pavement maintenance decision, adopts the expert ideas database and the model of maintenance decision tree. At last, analyses the classification and the relationship of the data in the system database, then expatiates the use and maintenance of the database.
