Following standard IEC 61970 is the main target for the next generation EMS system. To the problem of integrating disparate systems both within and external to the control center environment, standard IEC 61970 provides a perfect solution through defining an EMSAPI reference model, a common information model(CIM), and a set of component interface(CIS). HSDA, one of the most important parts of IEC 61970 CIS, is intended for efficient real-time transfer of large amounts of data from a EMS to a wide range of clients inside or outside of the EMS. This paper makes a deep research on HSDA and its implementation, mainly focused on the service layer, i.e. HSDA server.HSDA Server is a kind of EMS Server. It conforms to IEC 61970 HSDA standard, provides high speed data access service, and plays a major role of publishing real-time data in EMS system. The contents of HSDA Server, including view, information model, API, view configuration and update, concurrency control, stability, credibility and performance test, will be discussed in the paper according to the development of the server.In the paper, the concept of HSDA view, which strictly defines the organization CIM objects inside the HSDA server, was presented after a deep research of IEC 61970 CIM, IECTC57 view and OMG DAIS DA information model. HSDA APIs, including browse and data access ones, were implemented in HSDA Server using C++ and CORBA, passed functional test, and are ready for the sixth national interoperate test. Furthermore, the advantage of HSDA service in high speed data access is proved by comparing the performance test results of HSDA server and GDA server.The problem of configuring HSDA Server is outside the scope of HSDA standard.
