One very important function of turbine set control system is to prevent over-speed carried out by over-speed protection control system (OPC), of which modern large size turbine units are generally possessed. When electricity net goes wrong, the load of electricity net is goes down . Turbine goes in load shedding condition. Turbine rotor raising character while load shedding is resulted in governor system and over-speed protection control system together. In this paper, some realizing basic principles and technology features of over-speed control system in kinds of domestic and representative units' Digital Electro-Hydraulic control are summarized and discoursed upon.Whith the development of electronic industry, Electro-over-speed protection control system takes the place of traditional control system. It becomes the main role of turbine control system. It includes DEH (Digital-Electro-hydraulic Control) and AEH (Analisys-Electro-hydraulic Control). In this paper ,an over-speed protection control system is developed .It can take electricity plant into island running condition.I make sure the basic principles and technology features of over-speed control system. Using CPLD/FPGA tech realize the control of turbine because CPLD/FPGA is very easy to use. And CPLD/FPGA can make sure of the reliable and fast character of the control.The turbine is large machine working under the high temperature and high press. So OPC must be reliable. Using backup tech can resolve the problem. The remote control is made by upper machine.Last, the CPLD/FPGA can load difference HDL.So the control logic can be change easily .I use fuzzy control to make the control character better .The whole system is fast and reliable .And it make a good platform for developing better OPC.
