| With the development of the urban transportation, the demand of the Intelligent Transportation System (ITS) becomes high increasingly. In this thesis, the improvement has been done in the software and hardware platform, transmission mode and picture capture equipment to settle the poor stability, poor reliability, information feedback delay, high cost and poor image definition question in the Electronic Police System present. In this Electronic Police System, we use embedded system as the hardware platform, uClinux as the software platform, the embedded Web as the information transmission mode, and the digital camera as the picture capture equipment to realize it.In the hardware, this system use ARM microprocessor S3C4510B as the main processor. Based the demand of Electronic Police System, I designed the information collection block and USB communication block to realize the information collection and transmission.In the software, this system use uClinux operating system to meet the net transmission and complex task need. In the uClinux operating system, we designed application program such as the signal collection, the software control of digital camera, the USB transmission and Ethernet transmission to realize the software of the system. The Electronic Police System can control the camera based the signal collected, and transfer the information to remote monitor server.
