Study And Exploitation Of Electronic Police System In ITS

With the development of economy and society, problems of traffic in cities, such as traffic jam and traffic accident, became serious and it made enormous loss for our daily lives and the development of economy and society. So people presented a scheme that was ITS (Intelligent Transportation System) to resolve this problems. ITS could develop disorder traffic, reduce traffic jam, improve transportation efficiency and safety. As one of the important part of ITS, electronic police system had been significant in ruling the drivers, avoiding traffic accident, improving the course of executing the law and improving transportation efficiency. At present, Electronic police system had been abroad in Chongqing, and it had made great progress in traffic management and healthy development of Chongqing. However, with the development of the city and the increase of the amount of the vehicle, the problem of electronic police system had emerged in its application, which would be urgent to be resolved.In the paper, it presented some schemes about system control system, vehicle detection system and transmission system aimed to the problem of the application of electronic police system. It introduced vehicle detection system based on video and image transmission system based on CDMA in details, and control system based on embedded system in brief. In vehicle detection system, it adopted frame difference algorithm and accounted the amount of pixels and the position of the centroid in foreground image to realize the function of detecting vehicle in complex situation using the video screened in crossroad, according to the real situation of crossroad, and it got good result of vehicle detection. In image transmission system, it adopted CDMA wireless network technology, VPN, the custom protocols, transmission flow, system control and the disposals of error to realize image transmitting accurately and in time, responding to the situation of network at crossroad in Chongqing. And it introduced the design of electronic police system which consisted of video collection, image process, system control and network unit, based on embedded system and the choice of chips which had been composed the system in brief.The scheme in this paper did its best to be close to the application furthest, and this paper made a lot of work to improve it. Through long-time testing and application, this scheme had a good result and was the good valuable in application. In addition, the further betterment had been also discussed.
