With the development of aviation, the requirement of ATC (stands for'Air Traffic Control') is becoming more and more complex, the requirement of its capacity is becoming larger and larger. Maybe the architecture of current ATC system will be changed into the distributing center architecture, in order to adapt with the requirement of the huge data capacity. As the high quality requirement of reliability and real-time performance, the scheduling will be an important tache if it changes into the distributing center architecture. Whether the scheduling strategy will be met with the requirement of real-time performance, whether it will be satisfied with the high reliability, they will be the sticking points to the ATC system.Based on the analysis of the existed methods of improving system's real-time performance, and the research of the existed real-time scheduling strategies and algorithms, this paper gives a scheduling strategy of three-level-based mechanism. It is related in the following 4 parts:(1) Analyzed the existing methods of improving the system's real-time performance. I briefly introduced four methods: choose a properly OS, modify the kernel of OS, use the multi-thread, and use the scheduling strategies.
