The navigation co-scheduling of the Three Gorges Dam and Gezhouba Dam takes comprehensive account of the objectives of maximizing the use of the area, minimizing the total ships waiting time with the scheduling principle of navigation constraints and first-come-first-served priority, so as to maximize the whole navigation capability, get a reasonable time sequence and scheduling arrangements for the ship flow, according to the ship flow, the characteristic of the ships (ship types, the types of goods, the scale of the ships, engine power of the ships, etc. ), navigation condition, navigation capability, sea-route condition, water line, weather, etc.The basic flow of the ship passing the dams: ships'declaration, making the plan, and executing the plan. The key of the navigation co-scheduling is making the plan, but the ship flow as the input of making the plan is a more important aspect as far as making the plan is concerned. A reasonable impartial ships'sequence can induce an effective plan for ship passing the ship locks and satisfy passing ability of the navigation establishment, at the same time the first-come-first-served priority can be taken into account.Therefore the algorithm of the scheduling with the priority for ship passing the dams is the one of the key algorithms in the co-scheduling system of the Three Gorges Dam and Gezhouba Dam, but the factors which affect the weight of the ships are complex, and they will charge by the conditions of the time and the outer environment, so it is hard to analyze quantitatively. In the terms of such aspects, a model with the dynamic weight and static weight is introduced in this thesis.The static weight in the model is quantize by the Fuzzy comprehensive evaluation and analytic hierarchy process, and the dynamic weight is induced with the psychology exponential model, the results from the above methods can offer the effective comprehensive weight for the ships passing the dams. The application of the model as one part of the scheduling system has steadily come into operation for one year. The whole passing ability of the navigation establishment can be remarkably improved, and the effectively can be proved by the results of the advanced algorithm.
