The study expatiate the scientific signification of flood management systemically in academic sense, and propose the concrete measures about flood management in Yishu River Basin. The major contents are as follows:1. The study analyzed the historical background, and expatiated the basic conceptions and meanings of blood management, and used the foreign experiences for reference.2. The study researched the difficulties and problems of blood management on the base of analyzing and studying the actuality of blood controlling projects in Yishu River Basin in all aspects.3. The study discussed the measures for enhancing the capability of flood controlling in Yishu River Basin, and proposed the engineering schemes of transporting the flood to the east and reforming the river and getting the reservoir out of dangers by reinforcing it.4. The study discussed the developing potential of water resources in Yishu River Basin, analyzed the necessary and availability of flood withdrawn, by analyzing the water resources condition and actual water quantity out of the province and annual runoff out of the province in different standard year (the year of 2000 and 2010).5. The study demonstrated the schemes of flood exploiting, and proposed the engineering schemes of stepping development and transporting the sluice out of the basin.6. The study calculated and analyzed the water leading condition of the water getting locus, the designing runoff process and managing manner. It also confirmed the water transporting scale in relation to the sluice in Liujiadaokou and Daguanzhuang hinge.7. The study confirmed the scheme of transforming water to the superior of Nansi Lack by Liujiadaokou and Daguanzhuang hinge, through technical and economic comparing among the six schemes related to different water transporting circuitry, scale and transporting fashions.8. The study confirmed water transporting engineering scheme by calculating and analyzing, according to the circuitry.9. The study proposed the flood forecast monitor and attempering system constructing scheme according to the demand of flood management.
