Researches completed in this thesis are one part of Standards of Energy Conservation Design for Civil Buildings, which is a national standard that is being established. Contents of this thesis supply theoretical bases for establishing energy conservation citation in freezing areas.At the aim of the third step goal of energy conservation in the coldest region, this thesis analyzes the measures that should be taken in building envelope and heating system. This thesis ascertains the rate of energy conservation that building envelope and heating system should take respectively.Based on the analysis into energy conservation potential of heating system, and in the reference to the control level of domestic boilers and heat supply network, we put forward the limitation of boiler's operating efficiency and network's transfer efficiency in the third step energy conservation.Our country has a large territory and the weather varies observably. To make thermal design of building suit to the climate, this thesis gives a new method to partition the coldest zone and the limit of heat consumption indexes of each partition. Based on the researches above, after realizing the third step goal, we use orthogonal testing method to ascertain the limit of heat transfer coefficients of tier buildings, high rise buildings and low rise buildings. Finally through simulation of energy consumption, we analyze the difference between dynamic analysis method and the effective heat transfer coefficient method.
