| In elaborating the control indexes of urban planning and on the basis of the economic and environmental effect of volume fraction and building density on land development, this paper is to analyze and research the economic and environmental problems with construction activities of Guiyang, which are solved in the land development model "high volume fraction, low building density". From this, it proposes the perspectives and detailed measures to reform the control of volume fraction and building density.
