With prosperous urban economy and a large population, Pudong New Area of Shanghai locates in the Yangtze River delta. Its water system is plain tidal river networks and river densely covers vertically and horizontally. Flooding attack is caused easily because of vulnerability of the typhoon, tide level, and heavy rain.In view of Pudong New Area river networks' sluices integrated operation efficiency is not high, sluices' functions of flood control and drainage, considered, the distribution of water resources allocation and water environment improvement were considered integratedly for rational utilization of water resources in a scientific way. The present thesis investigated programming on intelligent control and management of river networks' flood and water environment in Pudong New Area on the basis of generally analysis of international experiences in river modernized management, and constructed a Pudong New Area river networks sluices intelligent operation system at the core of intelligent decision-making model. The system structure consisted of two parts: First, the PLATFORM, take advantage of the current advanced controlled technologies, computer hardware and software technology, communications technology for intelligent decision-making, information management and network-based work to provide advanced platform; Second, INTELLIGENT OPERATION DECISION-MAKING SYSTEM OF SLUICES IN PUDONG NEW AREA RIVER NETWORKS, its framework consists of mathematical model of unsteady flow in river networks and sluices operation model based neural network. Mathematical model was calibrated successfully on the basis of field observed data, and then sluices intelligent operation model was trained and tested through the mathematical model.Through Programming study on intelligent control and management of river networks' flood and water environment in Pudong New Area, river networks management work has been standardized, and an intelligent decision support system of river networks' flood and water environment control with highly integrated and unified management has developed. Pudong New Area water security, water resources, water environment and other issues were synthetically considered to achieve flood control and water quality improvement combine, improving sluice use efficiency, and promoting sustainable utilization of water resources.
