As one of the cities famous for their history and culture in China, Shanghai has been always enjoying the reputation of the World Architecture Exposition. Varied and diversified historical and cultural heritages with extremely high value in scenery, history, application and zone form in a city's development in modern times. The historical and scenic protection area is a major content of art value of city heritage in Shanghai. With the fast pace of urbanization and modernization in late 1990's, it has become a primary focus for Shanghai to construct itself as a cosmopolis on how to protect these historical scenic areas, splendid architecture and historical and scenic protection areas. This paper presents on the basis of practical research on protection of historical and cultural scenic area north of Zhaojiabang Road, Xu Hui District, Shanghai. The historical and cultural scenic area north of Zhaojiabang Road is currently the biggest, most integrated area with well preserved garden architecture in Shanghai. The purpose of the research is to help government, enterprise and society explore an effective way in protection and development of the historical and cultural scenic area under the background of marketability.By field survey, material acquisition, research and analysis of the historical and cultural scenic area north of Zhaojiabang Road, Xuhui District, this paper analyzes and concludes the characteristics, problems and difficulties in protection and development of these areas. Through referring and borrowing ideas from the successful experience in protection of historical and cultural scenic areas home and abroad, this paper proposes and concludes the basic ideas, insisted principals, soluted problems, relative measures and advancing steps in protection of these areas; calculates the market profitability by using the methods of development assumption and neighborhood modeling, as well as compares and assesses the different methods. The author suggests that it is valuable in economy and operable in reality to adopt binding protection and development method for these areas, that is, to replace the garden houses, fix up other architectures, move and rebuild the old-styled lanes. Further, the government, enterprise and society should all bear the responsibilities and obligations to impel the protection of historical and cultural scenic areas. This paper proposes the countermeasures and methods for protection and reconstruction these areas under market operation; extends the idea that it is also the key way to strengthen protection of these areas by environment shapement and culture injection, and gives practical suggestions in how to shape environment and inject culture. At the end of this paper, the author gives policy prospects and suggestions for protecting these areas from macroscopic, middlescopic and microscopic angels.Currently, Shanghai is facing the problem that a great deal of historical and cultural scenic areas need to be protected and utilized. Under current circumstances, relatively macroscopic planning and parameter restraint are applying in protection of these areas while effective, economic analyzed and detailed proposals are lack in practice. Thus the research on the protection of historical and cultural scenic area north of Zhaojiabang Road, Xuhui District in this paper not only has the meaning for reality and operation, but also provides referential meaning for other historical and cultural scenic areas in Shanghai.
