The city is the center of a region in government affairs, economy and culture, and also plays a critical role in terms of the national economy. The history experience shows that the capability of cities on resisting earthquake disaster is very weak today. During earthquakes, various indirect disasters and casualties are directly caused by the collapse of buildings. So in order to reduce losses, it is important to study the strategies and countermeasures on seismic strengthening of urban buildings.In chapter one, it describes the serious consequence and the traits of earthquake disasters of cities. The main problems of the disaster prevention and mitigation and the solutions to the problems in our country are summarized. At last it introduces the contents of this thesis simply.In chapter two, it summarizes the development and research on seismic fortification criterion of buildings in our country and overseas. According to the theory that the probabilistic distribution of seismic intensity fits Extreme Value Type III, under the coordinative probability with 50-years design reference period, it is discussed that a method to calculate the three seismic fortification criteriones'peak accelerations of ground motion depending on the design working life of buildings. The data calculated through this method are made table. The engineers in XiaMen city can use the data to design buildings.In chapter three, it discusses the methods in our country and overseas to distinguish the importance of buildings, the seismic fortification criterions and the disadvantages of theses seismic fortification criterions based on these methods. The equivalent design reference period founded by Xie Li-li and others is used to distinguish the importance of buildings. Considering chapter two, it gives the design accelerations of ground motion based on the design working life and the importance of buildings.In chapter four, it summarizes the characteristics of the old XianMen city and gives strategies and countermeasures on seismic strengthening of buildings in old XiaMen city. At last it gives the methods of seismic strengthening which can be used on timber structure, stone structure and mixed construction by stone and brick.In chapter five, it establishes a cost optimization model for seismic strengthening of structure.
